๐Ÿ”น Purpose

The advisory reminds all Local Government Units (LGUs), veterinary offices, agriculture offices, Disaster Risk Reduction and Management Councils (DRRMCs), and the public to ensure animal welfare during preemptive or mandatory evacuations ahead of Tropical Storm Fung-Wong (Uwan).

๐Ÿ”น Legal Basis

Republic Act No. 8485 (Animal Welfare Act of 1998)

Republic Act No. 10631 (Amendment of RA 8485)

These laws require that all animal owners and caretakers provide:

Adequate care, shelter, and protection for animals

Humane handling, transport, and treatment

Prevention of neglect or abandonment

๐Ÿ”น Key Directives

LGUs must integrate animal evacuation and welfare protection into their local disaster response plans.

Designate temporary animal holding areas in coordination with local veterinary/agriculture offices.

Ensure safe and humane transport, evacuation, and sheltering of animals.

Coordinate closely with:

Local DRRMCs

Provincial/Regional Veterinary Offices

Animal Welfare Enforcement Officers (AWEOS)

๐Ÿ”น Guidelines for Animal Owners

Animal owners, farmers, and pet guardians should:

Move animals to safe, elevated areas away from flood zones.

Prepare animal evacuation kits (feed, water, medicines, identification).

Avoid leaving animals tethered or exposed.

Practice humane handling and transport at all times.

Report injured, stray, or abandoned animals to the nearest veterinary or barangay office.
