The Department of Agriculture – Regional Field Office XII (DA-RFO XII) hereby WARNS the public against unauthorized individuals who are falsely using the name and identity of the Regional Executive Director, Dr. John B. Pascual, in connection with Farm-to-Market Road (FMR) projects, to solicit money, favors, or engage in supposed transactions.

The public is STRICTLY ADVISED that:

1. RED John B. Pascual does NOT authorize, conduct, or participate in any private or personal transactions, solicitations, negotiations, or arrangements involving Farm-to-Market Road (FMR) projects, including requests for money, commissions, facilitation fees, or favors, whether directly or through intermediaries;

2. Department of Agriculture – Regional Field Office XII does NOT transact any Farm-to-Market Road (FMR) project-related matters through personal phone numbers, private social media accounts, or other unofficial channels;

3. All official communications, planning, implementation, procurement, funding, and payment processes for Farm-to-Market Road (FMR) projects are conducted ONLY through duly issued official documents, recognized offices, and authorized personnel, strictly in accordance with government procurement laws, auditing rules, and applicable regulations;

4. Any person claiming to represent RED John B. Pascual or DA-RFO XII in relation to Farm-to-Market Road (FMR) projects for monetary or transactional purposes, without proper written authority, is committing FRAUD and may be held criminally liable under existing laws.

The public is encouraged to IMMEDIATELY REPORT any suspicious communication, message, call, or solicitation involving Farm-to-Market Road (FMR) projects using the name of RED John B. Pascual or DA-RFO XII to the proper authorities or directly to the official channels of DA-RFO XII.
