The DA-BAR champions the strategy paper for Climate Resilient Agriculture (55268-002), developed under TA-10009 REG with support from the Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR) and the Asian Development Bank (ADB). The paper presents a 2026-2040 framework for strengthening agricultural research in response to climate change.

The framework recommends gradually increasing agricultural R4D funding toward the 1% of Agriculture GVA benchmark set by the Agriculture and Fisheries Modernization Act, paired with systemic reforms that prioritize scaling validated, stress-tolerant technologies directly applicable by farmers and fishers.

Central to this framework is closing the conversion gap: the persistent failure of research outputs to reach widespread adoption. By repositioning the utilization of research-based innovations as a core R4D function, the framework ensures that public investment translates into measurable reductions in climate-related losses. An annual Strategic Agricultural R4D Investment Review will further guide evidence-based decisions on expanding, redesigning, or concluding projects.

By 2040, the framework envisions a results-driven R4D system that safeguards the country’s food security in the face of a changing climate.
