𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗠𝗼𝗺𝗲𝗻𝘁𝘂𝗺 𝗳𝗼𝗿 𝗣𝗥𝗗𝗣 𝗦𝗰𝗮𝗹𝗲-𝗨𝗽 | The Philippine Rural Development Project (PRDP) Mindanao continues to build momentum as it starts 2025 with procurement activities for infrastructure subprojects under the I-BUILD component, totaling PhP 5.501 billion under the PRDP Scale-Up. This significant milestone underscores PRDP’s commitment to enhancing rural infrastructure across Mindanao, driving inclusive growth through improved connectivity, and providing robust support for the agriculture and fisheries sectors.
The procurement achievements span six regions, with Region 12 leading the cluster with 15 approved infrastructure subprojects amounting to PhP 1.247 billion. Region 10 follows closely with 5 subprojects worth PhP 1.19 billion, while Region 13 secured 5 subprojects valued at PhP 1.123 billion. Other notable contributions include Region 9’s 5 subprojects (PhP 1.09 billion), Region 11’s 3 subprojects (PhP 657 million), and BARMM’s 6 subprojects (PhP 180 million).
Meanwhile, the ongoing implementation of 23 infrastructure subprojects, valued at PhP 2.376 billion, continues to gain momentum across Mindanao. Region 10 takes the lead with 4 active projects worth PhP 686.69 million, followed by Region 13’s 4 projects (PhP 753.23 million). Region 12 oversees 10 projects (PhP 379.13 million), Region 9 manages 2 projects (PhP 259.16 million), while Region 11 and BARMM have 1 and 2 projects under implementation, valued at PhP 183.71 million and PhP 114.48 million, respectively.
The ongoing subprojects include farm-to-market roads, enterprise development facilities, and other key infrastructure aimed at improving market access and economic opportunities for rural communities. These efforts are integral to achieving PRDP Scale-Up’s overarching goal of empowering rural Mindanao.
In his message during the Project Support Office Mindanao Year-End Assessment, PSO Mindanao Project Director Macario D. Gonzaga emphasized that the success of the Mindanao Cluster is a testament to the strong collaboration among local government units (LGUs), Regional Project Coordination Offices (RPCOs), and the steadfast guidance and collaboration of the Project Support Office (PSO).
“Your hard work and dedication have made a meaningful impact on the lives of farmers and families across Mindanao,” Gonzaga said. “Every effort you put forth – every project, every plan – has been rooted in our collective goal to bring genuine change to those we serve.”
The success of the Mindanao Cluster can be largely attributed to the enhanced efficiency in subproject approval processes, which has significantly accelerated timelines for the PRDP Scale-Up. This achievement is led by Deputy Project Director Carlene C. Collado, CPA, in close collaboration with the component and unit heads of the PSO Mindanao, ensuring streamlined operations and effective project delivery.
“By streamlining workflows and closely coordinating with our stakeholders from the PSO, RPCO, and LGUs, we’ve reduced the time from No Objection Letter 1 (NOL 1) to Notice to Proceed (NTP) from 130 days to just 82 days,” Collado said. “Additionally, we’ve shortened the perfection of Implementation Management Agreements (IMA) from 120 days to only 24 days.”
Additionally, the Mindanao Cluster also marks the first NOL 1 for an I-REAP subproject for PRDP Scale-Up nationwide. This is for the “Tuna Consolidation and Marketing and Cold Chain Facilities” subproject with the Mangagoy Farmers Fisherfolks and Community (MAFFISCO) MPC in Surigao del Sur.
As procurement and implementation for PRDP Scale-Up subprojects move forward, the Mindanao Cluster continues to emphasize transparency, accountability, and collaboration to ensure that these projects create tangible benefits for communities across Mindanao.
