
#PRDPNews | A major step forward for rural communities in Mindanao unfolded today at the Apo View Hotel in Davao City as four municipalities—Talusan, Titay, and Siay in Zamboanga Sibugay, and Bagumbayan in Sultan Kudarat—officially signed the Implementation Management Agreement (IMA) under the PRDP Scale-Up.
This joint signing ushers in a more focused and accelerated phase of implementation, bringing the completion of key farm-to-market road (FMR) subprojects within reach. Backed by over Php 764 million in total investments, the subprojects will improve connectivity, reduce transport costs, and expand market access for farmers and fisherfolk.
The IMA is a vital partnership tool that clearly defines the roles and responsibilities of the PSO Mindanao, RPCOs, and the participating LGUs. It ensures streamlined coordination in financial management, procurement, construction supervision, safeguards compliance, and monitoring through unified systems like SIDLAN. By aligning efforts under a single framework, the IMA enables transparent, efficient, and accountable project delivery from planning to completion.
In his message, PSO Mindanao Project Director Macario D. Gonzaga emphasized that the signing is not the end, but a gateway to meaningful implementation.
“Let us uphold the values of transparency, efficiency, and inclusivity as we move forward. And above all, let us not forget who we are doing this for—our farmers, fisherfolk, and rural communities.”
Also present to show their support were PSO Mindanao Deputy Project Director Carlene C. Collado, RPCO IX Director Engr. Marcos Aves, Jr., RPCO IX Deputy Project Director Maria Melba Wee, and RPCO XII Deputy Project Director Abraham Onotan, along with their dedicated teams from PSO Mindanao, RPCO IX, and RPCO XII.
With strong inter-agency collaboration and a shared sense of purpose, the PRDP Scale-Up is paving the way for lasting transformation across Mindanao.
