Director III Lorna P. Vilbar, Ph.D., Regional Technical Director for Research and Regulations, has concluded her career in the civil service after more than 44 years.
Dr. Vilbar is a popular public servant not just because of her position, but because of her immense dedication to her work. She is an agricultural researcher and a project leader who is designated as the Regional Technical Director for Research and Regulations.
Dr. Vilbar, fondly called as Doc Lorns or Doc Lorna, holds a Doctorate Degree in Agricultural Sciences from the University of Southern Mindanao. In the same school, she has earned her Bachelorβs Degree in Agriculture and her Masterβs Degree in Crop Protection.
With her noble endeavor of helping in the advancement of the agriculture sector, she started working in government in 1981 at the Ministry of Agriculture and Food, now known as the Department of Agriculture, as a Research Assistant under a casual employment. This initial role ignited her life-long passion for agricultural research, and from there, Doc Lorna quickly rose through the ranks from being a Plant Entomologist I, Agronomist III, Agriculturist II, and Senior Agriculturist.
In 2013, she was appointed as Agricultural Center Chief III heading Tupi Research and Experiment Station, where she spearheaded innovative projects that focused on enhancing agricultural productivity and sustainability.
After more than a year, Doc Lorna Lorna was appointed as Chief Science Research Specialist of the Chief of the Research Division, where she championed collaborative initiatives, bringing together researchers, farmers, and industry stakeholders to tackle pressing agricultural challenges. Her unwavering energies and dedication over her 40-year tenure reflect her deep commitment to her work and to the communities where various research-related undertakings were implemented and undertaken.
Throughout her journey, Doc Lorna has faced tremendous personal challenges. Despite these huge losses, her commitment to her work has never wavered. She poured her heart into her role, proving that even in the face of tragedies, immense dedication to her vocation could be a source of strength and healing.
As she prepares for her retirement, Doc Lorna looks back on her journey with a mixture of pride and nostalgia. Her role as OIC-Regional Technical Director for Research and Regulations, which she assumed in 2020, allowed her to oversee critical initiatives and ensure regulatory compliance, reinforcing her belief in evidence-based policy-making and sustainable practices.
On April 19, 2023, she was promoted to full-fledged Director III, a testament to her tireless advocacy for the agriculture and fishery sector.
Beyond her professional achievements, Doc Lorna is a devoted wife to her late husband and a dependable mother of five, balancing her career with family life.
As she embarks on this new chapter, Doc Lorna definitely reflects on a career filled with challenges and triumphs, her heart is full of gratitude for the relationships that she has built and the lives that she has touched. Her unwavering commitment to nurturing both the land and its people has not only shaped her career, but also enriched her life.
Though she may step away from her official duties, Doc Lornaβs legacies will continue to inspire the future generations to pursue their passion in agriculture and in public service. With every seed sown and every mind nurtured, her impact will endure, a testament to a life dedicated to cultivating a better future for all.
