Renibon, Pigcawayan, Cotabato โ DA-MIADP RPCO XII secures Tripartite Memorandum of Agreement (MOA) with the Indigenous People Structure (IPS) members of Erumanen ne Menuvo, the local government unit of Pigcawayan, and the National Commission on Indigenous People (NCIP XII) on February 28, 2025.
The NCIP XII led the MOA signing represented by the Regional Director Atty. Adolf Ryan Lantion, along with the representative of the Governorโs Office of Cotabato Province, former judge Atty. Lily Laguindanum, the Provincial Agriculture Office of Cotabato; Norberta Tahum, the Municipal Administrator of Pigcawayan; Dr. Vince Tejada, PhD; and Municipal Agriculturist Tess Londres.
The FPIC MOA signing, being one of the major social preparation activities, ensures that the projects and activities have undergone community consultations prior to project entry in the domain. Leading to the MOA, a series of activities were conducted, such as community orientation, pre-sub-project, and field-based validation activities, which resulted in the issuance of the Resolution of Consent issued by the IPS on February 13, 2025.
Erumanen ne Menuvo is an ancestral domain (AD) located in the municipality of Pigcawayan, Cotabato. The AD is composed of two barangays, Renibon and Kimarayag.
NCIP XII Regional Director Atty. Lantion emphasized that the MOA signing is a crucial process, as it ensures that the rights and privileges of indigenous peoples are respected and protected. He further noted that their informed consent to DA-MIADP is not only a personal commitment but also an intergenerational responsibility to their community.
“The success of this project is not in the hands of the municipality of Pigcawayan nor in the hands of the Department of Agriculture, but in you. The success will be the kalambuan sa tribo pinaagi ninyo,” he added.
Former Judge Lily Laguindanum from the Office of the Governor encouraged IPS members to cooperate, ensuring their lives would improve as the government works to bring social services closer to the people, particularly indigenous peoples, providing them with the services they truly deserve, such as those offered by MIADP.
The IPS member signatories were Timuey Dionesio S. Gaduan (Midted Te Inged), Timuey Samuel G. Camping, Sr. (Latid te Mulitian Ne Vansa), Pakayan Peter M. Delicana (Tribal Council), Hon. Alino M. Tomanggong, Sr. (Municipal IPMR), and Timuey Cedenio S. Pangalac (Tribal Leader).
Municipal Administrator Dr. Vince Tejada noted that the IPs, along with the people, must always do public consultations, not only for MIADP, but all throughout. โHuwag kayong mag-away away, magkasundo kayo lagi. Mag-usap kayo palagi,” he concluded.
Engr. Roy Rangaban of the NCIP Libungan Service Center facilitated the provisions of the MOA as requested by the IPS signatories to let the general public know of its features and contents.
The Tripartite MOA was signed in a solemn ceremony witnessed by community members and local officials.
